VALENCIA SHAVES LUV

The new territories and housing chief González Pons has revoked a section of one of the 13 articles of the new Ley Urbanistica Valenciana, LUV, that Brussels says infringe EU legislation.

His move comes as the European Commission steps up pressure on Valencia to make sweeping changes to the law so that it fully complies with EU regulations. In a letter sent to Valencia in April, the commission highlighted 13 articles that it claims do not adhere to current EU rules. It also questioned how certain promoters gained advantage over their rivals when Plan Parcial schemes were presented.

Sr González Pons also has to explain to the commission the system for awarding public contracts, which up until now have never been published in the EU official bulletin.

The regional environment secretary Cristina Serrano said on Sunday that only 69 Planes de Actuación Integrales (PAI's) were approved between 2004 and 2005 and not 1,000 as claimed by the European Commission.

Critics of the LUV land law say the revoking of a sub paragraph of article 135 is no way near enough to cool the EU Commission's interest.

OVERDEVELOPED

A report elaborated by the Observatorio de la Sostenibilidad shows that 60 per cent of the Valencia region territory has been developed, leaving the region as the third most developed in Spain only behind Madrid and Baleares.

Meanwhile Sr González Pons countered by saying that environment minister Cristina Narbona has doctored the figures by adding 25,000 hectares of concrete to them. He claims that Sra Narbona is trying to give the Valencia Region a negative image and damage tourism.
