NEW property purchase costs cut in Valencia

New legislation approved by the government this week will benefit buyers of NEW houses by forcing developers to include the connection of mains services in property prices.

The deputy prime minister, María Teresa Fernández de la Vega, and the minister for health and consumers, Elena Salgado, held a press conference this week to present the proposed consumer protection law.

Electricity, water, gas, and sewage connections, which until now have been a major headache in some cases of the buying process, will have to come within the sale price of a property.

Developers will no longer be able to oblige buyers to take out a mortgage with them, and the law will highlight that the payment of capital gains tax is the responsibility of the seller and not the buyer.

ROUND-UP ROUNDED OFF

The new law will also curb the rounding up of charges made by service providers such as telephone companies and car parks, and will simplify the process of cancelling a service contract.
Until now, service providers have been able to round up charges to customers, but the proposal made by Minister Salgado will put a stop to the overcharging.

Consumer associations have welcomed the proposals which will ensure that customers only pay for what they use, instead of block periods of time such as per-hour parking or per-minute phone calls.

As part of the reform, measures will be introduced to make cancelling service contracts such as telephone, electricity, gas and water, as simple as signing up for them. Misleading small print and clauses leading to loss of money paid in advance will be prohibited, and customers will have to be clearly informed of the procedure for cancellation.
